(d). That such goods imported into Hongkong frequent-
-ly pass through many hands within the Colony before re-exported. In such cases the tracing of the origin of exports would often be a matter of considerable difficulty.Moreover such
a system would necessitate a very considerable increase in the Statistical Staff for which, as already explained, there is at present no
accommodation.
The Trade Returns (enclosure (c) ) are
made confidential, in accordance with your Confidential Circular Despatch of the 28th. July, 1917. The division of
exports according to destinations will be omitted from the
published form of these Returns, only totals being given as in the case of Imports.
